Is this available now?
No. It is next phase. Carrier verification of the sending number is outstanding, and until that clears, this cannot go live. It is described here so the roadmap is clear, not to suggest it is running.
Why is verification difficult?
Networks require registration of any number sending automated messages, to control spam. It is a process rather than a technical obstacle, but it gates the launch date and it is honest to say so.
